Dan Loughnane
Dan is a Battalion Fire Chief with the District of Columbia Fire and EMS Department, bringing over 25 years of fire service experience. He has led efforts to address conflict within the department, developing and implementing training programs that support both operational effectiveness and personnel development.
Dan is currently completing a Master of Science in Conflict Resolution at George Mason University’s Carter School, strengthening his ability to connect theory with practical application in the fire service

Zac Murphy
Zachariah Murphy currently serves the District of Columbia as a Paramedic Technician at Engine 22. His spirit animal is akin to a bull navigating a china shop, yet his true passion lies in cultivating efficient teams. It was this unique blend that sparked his interest in conflict de-escalation. Zac joined the DC Fire and EMS Capitol Conflict team in 2022, finding immense satisfaction in reshaping DCFEMS's approach to interpersonal conflicts, both with the public and internally.
